PARIS (AFP) - French President Nicolas Sarkozy and British Prime Minister Gordon Brown called for genuine dialogue between the junta in Myanmar and opposition parties, in an opinion piece published Saturday.

"It's time the regime engages in a genuine dialogue" with the opposition party headed by Aung San Suu Kyi and other groups and ethnic leaders, Sarkozy and Brown wrote in the International Herald Tribune.

The two leaders pointed out that the "deteriorating humanitarian situation" had taken its toll on the people of Myanmar, as the country prepared to mark 60 years of independence.

"The huge demonstrations and protests over recent months have shown that the Burmese people have been pushed beyond breaking point by the regime," they wrote.

During the junta's bloody suppression of September's pro-democracy protests, troops killed at least 15 people and arrested about 3,000, drawing international condemnation and pressure for increased sanctions.

They called on the regime to remove all restraints on Aung San Suu Kyi; to give Ibrahim Gambari, the UN secretary general's special envoy, full access to the country; and to heed the recommendations of UN Human Rights Special Rapporteur Sergio Pinheiro.

"And they must enter wholeheartedly into dialogue with Aung San Suu Kyi as well as with other opposition groups and ethnic leaders."

The leaders noted that the European Union had reinforced sanctions on Myanmar, which they called by its pre-military government name, Burma, to send a strong political message.

The EU would review this restrictive policy, if and when conditions on the ground improved and when Gambari's good-offices mission was allowed to work, they added.

Họ kêu gọi chính quyền Miến Điện gỡ bỏ mọi rào cản xung quanh bà Aung San Suu Kyi, cho ông Ibrahim Gambari phái viên đặc biệt của tổng thư ký Liên Hiệp Quốc quyền vào Miến Điện, và lưu ý đến những khuyến cáo của ủy ban nhân quyền của Liên Hiệp Quốc.
